It's someone who acts行动 for a cause原因 which they believe in. Here's an example from a BBC news broadcast广播.
Two peace activists积极分子 have admitted breaking into an RAF base to try to stop B-52 bombers taking off for Iraq. Activists积极分子 usually want to achieve完成 change, so you'll hear words like 'campaign运动', 'protest主张' and 'demonstrate证明'.
